The webmaster restricted the file size of attachments to deliberately. There is limited drive space on the server.
If you want to see pictures in a post, you need to
1. Use the forum instead of email, and

It produces the effect you are requesting. If the poster encloses the URL of the picture in "img" tags, and also includes the URL without the tags, forum users see the pictures in the post and email users can slog to the URL and see the photos.
If you can get adjusted to it, posting photos to the photo site yields the abilty to organize and preserve pictures at least as well as a bottomless forum server.
