It is just a miniature "swamp cooler" (i.e., air from blower picks up water
vapor and imparts to air). Provides some comfort in high temp very low
humidity (e.g., 10-15%) environments. Google "swamp cooler"... Water supply
has to be continually replenished. 'Used extensively in remote West Texas
(and other arid locations) field buildings at oil/gas drilling rig sites.

It’s not really a swamp cooler. A swamp cooler releases heat to the outside and cool humid air inside. This gadget puts cool air out the front and warm air out the back. When the air in the room mixes it is the temperature you started with plus perhaps a bit warmer due to the heat added by the motor.
I wouldn’t even think of buying one. Get a fan - much cheaper.

The rent house we moved into in July 1963 near Ft Worth, TX
had a true swamp cooler in the living room and that was all.
I did learn that I could add water from the hose into the cabinet
and it would provide a bit more cooling. After a month, I could
afford to by an 18,000 BTU Friedrich A/C to replace that cooler.

In late August, our first child was born and I bought a couple of used
5,000 BTU A/C for baby's room and our bedroom. In September
I bought a new small room A/C for the room for my ham gear.

My daughters house in Salt Lake City had one. It was the first one I had ever looked at, having never lived anywhere where one would work.

It drew air in from the outside, past what can best be described as a wet cardboard element, and blew it into one diffuser in the main hallway.

It worked, and made things more comfortable (if a bit noisy).

About 6 months later when she replaced the furnace, she went to a conventional AC unit.

In 1969, all USAF housing at Edwards AFB had roof-top swamp coolers. They
were very effective in the low humidity of the Mojave Desert.

Until the humidity (along with the smog) from Los Angeles began to creep
over the mountains -- they're probably not very effective even there
these days.

An evaporative cooler. Works fairly well in very low humidity. It uses the heat of vaporization to cool. I forget how many calories it takes to
turn a gram of water to vapor but that's how many per gram of water it removes from the air going through it. Consequently the humidity of that air
increases.
Analog UHF TV transmitters with klystrons in used the same technique. Simply passing water over the radiating fins wouldn't carry sufficient heat
away due to the very low efficiency of them. Heat of vaporization would, so the fins boiled the water, and the steam was routed to a big heat
exchanger. They would test your plumbing skills.

I grew up with evaporative cooling in Tucson. Only the high end homes and businesses had real air conditioning. I still have one on my garage. I
usually start it up sometime in late April and it works great through May and June into July when the humidity is lower than 8% or so. In July, when
our Summer rainy season starts, and the humidity gets up around 20% - 40%. it doesn't do anything but move air and add humidity to it.

In 1969 I was stationed at Mt Home AFB TDY from Eglin AFB. The “Swamp Coolers” worked extremely well in the dry high desert. As long as the humidity was long, which it was most of the time they cooled the NCO barracks I was staying in. High humidity, they just add humidity and do not cool.

of 540 calories per gram of water evaporated. The vapor is thus removing heat from the air going through it. If and when the vapor condenses, it
releases that heat. In very low humidity it remains vapor and the humidity increases proportionally.
