Gary,
It sounds as if you have eliminated a short in the starter wire as your
problem, but you're right, starting the Onan with the plug disconnected
would be a double check on my WAG.
You may want to take a look at the Onan wiring diagram I re-drew years ago
for better clarity/understandability:

If you look down the right side of that diagram, you'll see Blue (Bu),
Green (Gn), Orange (Or), and Grey (Gy) wire labels. I should have marked
the connector for those 4 wires, because that's the ones you're
disconnecting. As you can see, when that's disconnected, there is no
longer any connection to the Ignition and Fuel Pump except through the NO
contacts of K3. That seems to confirm that those contacts are welded
shut. You might try tapping on its case, or even, as a last resort,
removing its cover to determine whether its points can open.
