found some existing spare tire mount ideas that could be replicated or used.

could be combined to make it easy.

my idea is a four bar lever set up that would allow the tire to tilt out down to the bumper level then have a slide set-up to somehow slide the
tire/wheel down to the ground from where the lever bars stop at the bumper.

another idea I had was a swing away deal like on a van back door then tilt down to ground after swinging it out.

there is probably something else already make that would need very little mods to it, if any.

Richard,

The starter is an issue because it was not widely used (our particular version is for the 425 trans only), but both the alternator and the water pump
were widely used for lots of years after us.
The difference with the alternator is that it is a truck part. (Two pivot feet instead of one big pivot foot.) and the water pump is less different.
The new part that Tom Pryor has brought up has the bigger impellor and a better bearing. Were I you, I would not worry about that one until fall at
the earliest. Mine was the standard car part and it went 75K over 22 years.

I have had four tires blow out over the last 30 years. All drivers side middle or rear wheel.
I wouldn't leave my driveway without a spare.

I did a bit of research and came across several designs as well. The first one you refer to is a good design as it keeps the tire in the upright position, which allows you to Manipulate the tire without any additional lifting.

My problem with most articulating tire mounts is that they were designed to be used in a receiver hitch. To be ideal on a GMC, it should mount to the frame in a similar fashion to the original tire mount. If we do this, then none of the available tire racks will articulate down far enough to rest the tire on the ground due to bumper interference. I have a few ideas now on how to overcome this obstacle, and will work out the details in my spare time. If my idea works, I’ll share it here for some feedback.
