Hi Pete-

If I had to make a quick guess, I suspect you may have inadvertently mislaid
the little spring (looks much like the type in a retractable ball point pen)
that lifts the metering rods.

The carb is definitely 'repairable' but you might need a parts carb from a
similar engine to get a close match on the spring, if thats the cause. There
may be something jamming up the plunger also-

Take it off and apart and count the parts, I'd be glad to help.

Would that work for the PCV an fuel evaporative canister lines. Does't
the
carb need these "vacuum leaks" to function properly? I'm over my head on
this
one, just tossing ideas around.
No. Using this method is sorta like disconnecting all your fuses and
then plugging them in one by one til you find the problem.

Tony,
With the motor not running, turn the key on to start the electric fuel
pump. Does it still run over? If so, the fuel pump is overwhelming the
float valve. Q-Jets like about 4,5 - 5 lbs of fuel pressure, no more.
You might need to install a regulator. Summit has them and they have an
extra port on them so you can also mount a gauge for calibrating
pressure.
