Dean,
Rigid enforcement of the 3-mile limit is a fact of life here. The noose
has been closing tighter and tighter each year in the coastal zones.
Most non-nuclear USN ships are powered by a marine version of the DC10
jet engines. The days of blowing huge clouds of soot & smoke into the
air are gone forever. Not only that, If a USN ship so much as leaks any
petroleum substance into the water it is reported by watchdog groups and
the ship is fined accordingly and the CO is dealt with accordingly. Huge
fines!
