Where can a normally closed electric drain valve be purchased? This
would be to replace the water drain valves by the water tank under the
rear bed; too hard to get under.

How about ordinary irrigation valves such as used on lawn sprinkler
systems?

Irrigation valves require pressure to operate, and the pressure is what
causes the water to flow through the valve. Think of something else.
