Possibly it is a surfactant, which has the effect of reducing surface tension?

One product is called "Water Wetter". It increases the ability of the
water to loose its built up heat along the fins in the radiator. There
is another product but I do not remember the name. The WW worked well
for me.
I too use Redline's "water wetter". It's hard to tell just what it
does, supposedly it breaks down the "skinning" effect the water has on
the internal cooling walls of the engine. An example of this is to spit
into a hot frying pan, the spit (or drops of water) skip across the pan
in a "skin effect". By breaking down the water molecules this effect is
reduced. Not my words but they sure sound great. BTW, the other
product is called 40 Below.
