If the masking tape is dried because it has been there a seriously long
time you may have a larger problem. Masking tape when dried is very
tenacious. Your best bet would probably be WD-40 and lots and lots of
scrubbing. You could even try a product called JB-80. Twice as good. If
you are steady of hand and stout of heart you may want to give a razor
knife a try. This, of course, is all dependent on how long the tape has
