It can't, but it can create a situation where you are restrained to your seat in a rollover accident. Really depends on a lot of variables. The
seatbelt is not always the cause of the decapitation, just the restrained upright position. Depends on the age of the vehicle and other supplementary
restraints that may be installed. The older the vehicle, the more likely it has the potential to happen.
