Emery, Chevrolet used to use a ring such as you describe to space the air
filter up from the carb. I would assume that they are still available.
Chevelle SS's from 1970 and V8 pickups from the same era used them that I
know of; there may have been others. These rings were nicely made with
flanges to seal well.
