Rear Spindle Nut Torque

Netters,
I'm perplexed about the correct way to torque the spindle nut back on
the rear wheel drum after servicing the bearings (new seals, cleaning,
grease, etc.) The shop manual instructs us to to first apply torque of
25 to 30 ft.-lbs. and then back off the nut a quarter turn before
inserting the cotter key (or is it pin?). I've found that this gives 4
different torques----one for each wheel. since the nut usually doesn't
align up with a hole in the spindle to insert the cotter key /pin,
requiring more adjustment of the nut. What are we trying to get
here----a finger tight, snug but firm, tighter than that ,or something
else torque? Does it make that much difference? All comments welcome.
