rain gutter

i want to replace the steel screws with stainless screws on the rain gutter. the existing screws sit kind of high they are not counter sunk totallly. is it normal procedure to drill the rain rail so the screws fit more flush? also what should i use as a caulking?. and is a rubber washer available insted of putting a pile of silicone on each screw?

My rain gutter is pretty sorry looking also. The PO shot a bunch
of silicon RTV at it and missed in most places. Maybe when he
did it it looked OK until the formerly clear RTV assumed the color
of dirt. I would love to tear it off and do it over the right way.

I sure would like more info on this subject.
