I think both tires that you are looking at are "Rag Wall" tires
not "Steel Sidewall tires".

I believe you are mistaken -- the Firestone R4S and the
Bridgestone R273 -- are "ALL STEEL" RADIAL E LOAD TIRES

Yesterday I wrote the following :

THESE TIRES ARE "RAG WALL"

According to my research so far --for 8.75 16.5R E/Range tires

The TRUE "ALL STEEL" (at least 1 steel side wall belt) are:
BRIDGESTONE R260
MICHELIM XPS-RIB
GOODYEAR G159

The following Tires are "rag wall" Steel tread BUT Poly sides

BRIDGESTONE R273
FIRESTONE R4S
DUNLAP Radial/Rover

I have now opted to go for the Bridgestone R260 -- best deal I
could get Big10Tires Orlando -- $882 driveaway Price
(mounted/balanced /tax/disposal fee)
