Bendix (at end of starter shaft) is bad, replace it.

I sent the reply to fast. If you have removed and replaced the starter or
someone else has, they may have left out the alignment shims. If not that
than replace the bendix.

Foote: Check your starter bendix and while you are at it check the ring
gear on the generator flywheel. If the bendix is worn (the gear is not
beveled on one side of the leading edge, it has difficulty meshing with the
ring gear, change it. Note the wear of the bendix bushing. It is good
idea to insure the bendix shaft is lubricated to ensure ease of engagement.
