You are on the correct track & have fixed the problem with the K-3 Relay
(start relay). This is apparent if you have 12 volts at Terminal 9 of
the board while cranking the starter.(also at the fuel pump, ignition
coil & lamp at remote control panel). The choke get its power from the
K-1 Starter Relay (large relay below the control board), not from the
board. Now if only the K-2 relay will energize when the flywheel
alternator gets up to speed (AC voltage at Terminal 8). There is a good
chance that will happen since prior measurements show 30 volts AC at
terminal 8. If you take the original starter motor into Onan dealers
they will find that this starter motor is obsolete & no replacement is
listed (been there, done that). However, if ask for their 191-1949-03 &
it will most likely be in stock & fit nicely. $205 list cost for new
with starter solenoid. However a slight mechanical interference may exist
in mounting to Ragusa's early Starter Brackets. A little filing on the
Older bracket will clear the interference. Check it before mounting.
Ragusa's brackets have never failed/been returned (high strength steel
bracket with added structure). All for $30 List...Onan list for $70 &
will fail again.

OBTW fingers in the board relays creates a lot of repair jobs for me.
KEEP THE COVERS ON THE BOARD RELAYS. A jumper wire between terminal 9 &
5 does the same thing w/o potential damage. KEEP THE COVERS ON THE BOARD
RELAYS !!!!
