Onan governor

Duane Simmons,
I need your (or someone on the nets) advice. I set up the Onan for 130
volts no load. The RPM and voltage slowly degrades as the load increases
until I get down to about 107 volts with both a/c's on with compressors
running and the Micro wave on. The machine has plenty of power and I can
get the voltage back up by manually pushing up the throttle. Per the
maintenance manual, I replaced the governor spring and have it in the hole
closest to the governor shaft giving the results mentioned above. Is there
any way I can make the governor more sensitive? It ought to be able to keep
the voltage closer than that. TIA
