Looking at the headers as this was sent to me, it is apparent that a few sites
along the way are using GMT:

Specifically, and server which indicates the time and then "-0000" is on GMT,
not local time, which will show the skew. If your mail server is also on GMT,
and you use pop to get mail from it, you will get the bad times. I run my
own server, and hence, the times are readjusted correctly upon receipt.
