I use a pretty cheap flaring too and can make a leak free flare pretty reliably.
What I do;
*Use poly armor or the new copper lines, never the old crappy galvanized steel lines if you can help it, and never stainless. THOSE are hard to flare.
*Don't over crush the flare, so many people try and smash the hell out if the flare, but it needs to have some crush left for assembly!
*Start with a really clean square cut tube, a ragged or angled cut will make flaring very hard
*I file the ends square and clean
* lube everything, except the operator, lube them only after the flaring is done
*Remember Double flares are single use, if you get more out of them consider your self lucky
* I only use double flares if I have to, otherwise I use 37' AN Flares, they are so much easier to make and seal AND they are reusable!

Google "Eastwood" if you are looking for a good flaring tool for brake
lines and fuel lines. It takes a quality tool to perform double flares on
brake lines. If you are unsure of your skills in this arena, have an expert
do the flares for you. I do double flares often, and still occasionally
have trouble getting them leak free. Lots of variables here. Especially
near the master cylinder and the distribution valve. The new brass ones in
particular. Remember, "new" is only that, not necessarily good.
