LP Compartment

In the LP Compartment on my 75 PB 26 there is/was a
type of black foam insulation, 1" or so thick, glued
to the aluminum compartment housing. Is this normal
or something one of the POs did? If it is normal, how
does one get the sticky stuff off the aluminum?
