The bar goes from the top back of the alternator to intake manifold. Braces the alternator. 77 78 X7725 manual, 6Y-9 Figure 5 Generator mounting.
The small 2 hole bracket goes on the exhaust manifold . Holds the heat riser pan to the manifold. Parts Book 8.006 part #53

Jim,
Here is a pic that shows two of the parts in your photo. As Tom described, the bar in your pic, and the thick washer are for alternator mounting.
The washer is critical for proper belt alignment, and the bar helps support the alternator against the tension of the belt. Ours is also a 403.
