I know that Johnny Bridges has had a Soul for several years. I bought a 2018 in May of that year. I bought the Exclaim (!) version because I wanted the performance and handling of the turbo engine. The somewhat stiffer ride that accompanied the upgraded suspension and larger diameter wheels was an acceptable compromise for me and my wife. We get around 25-27 mpg around town and maybe 30 at speeds of 70 or so on Interstate trips. Currently have over 23,000 miles on it and VERY pleased.
For use as a towd, you would have to use a full trailer or tow dolly for any but the basic model with manual transmission.
Check April 2020 Consumer's Reports for its recommendation as a new OR used version.
