This is one topic that I can speak to with authority, having direct
involvement in the world of telecom every day.

This is a complete hoax. The FCC has no open dockets, petitions or NPRMs
involving imposing access charges to Enhanced Service Providers (ESPs)

The last open docket produced a 'hands off' posture at the guidance of Ira
Magaziner, the Clinton tech guru.

There have been recent court rulings that put Internet backbone connections
in the interstate jurisdiction, but not the dial up portion, which remains a
local call.
