How would you fix this paint issue?

I have owned my new-to-me GMC for just over 1 year now. During this time, I have focused on fixing things mechanical, and have had a blast doing so It is mostly still stock, including the original Imron paint...mostly. On the two large lower panels just behind the front wheel well panels, someone in the past has repainted those. The passenger side isn't too bad, but the paint comes off fairly easily. The driver's side is a disaster. This paint doesn't come off easily. But just look at this alligator skin! It is the entire panel, not just the area around the furnace outlet. What caused this? More importantly, how do I fix it? Can I just use a ton of rubbing compound and elbow grease, or is it time to get out the sand paper? I have never done body work before, let alone painting a vehicle.

First picture is the driver's side panel, close up around the furnace exhaust.

Third picture is a close up on the passenger side, just in front of the entry door.

Mike, that was what I was thinking (No easy fix, paint will have to removed in those areas and repainted.), but I was holding out some hope.
I didn't know that about lacquer paint, nor the issues with painting over the Imron.
