I need to cut about a 3" hole in the ratrod floor. Behind this hole is the clutch slave, including its bleeder which I need to get to. The nipple
currently on it is broken off to clear. In what way might I safely cut the floodboard without hacking up the essentials behind it.

Is the floor wood or metal?Get a hole saw with a 3” blade. The pilot drill in the center should be adjustable.
Adjust it so it just sticks out perhaps a quarter inch and start the hole. Once the blade is started it doesn’t need the center bit so back it off more.

This should alllow you to cut the hole without any damage below it

What Emery said... unless the floor is 3 dimensional where you want to cut the hole, which sometimes does not agree with a hole saw. Another
possibility is using a nibbler as long as it's a steel floor. Not very expensive from H.F. and will handle curves and odd shaped cutting areas. Also
allows you to make whatever shape hole you like or need. Gotta have compressed air and a vacuum is the best tool for the chips it makes.

Well, the floor is a bit 3D. I'm going to try the hole saw with the drill reversed so it doesn't move sideways when the saw is cutting only one side.
The air powered and the drill driven nibblers are the only ones rated to cut more than 18Ga. and I suspect the floor is thicker than that. They're
a bit much for a one - time job.
