Here's an update. Thanks for the tips Emory, Richard, Zak and others.

First thing was to remove the input side filter.

It's a nasty job checking them out.

Yea, this was not a pleasant thought. Checked with previous owner and
he had completly refurbished both tanks.

Good to know. It is currently dry at the pump and will not draw gas.

This was interesting. With a clear 3/8 vinyl tube directly on the pump
inlet, it only pulled about 3 inches of gas up the tube out of a can.
Did not try with the pump outlet to engine disconnected but probably
should.

Next step is to also get a T and attach vacuum guage across at the
input while drawing from can or tank.

I checked the changeover valve by removing connections, blowing air
into the outlet and checking where it came out. Checked OK. Could
also hear gurgle in tank when the inlets were connected. That was
worth doing just to see if the switch was correct.

This is getting to be a challenge now. It should draw 6 inches of gas
vertical from the tank with just a few inches vacuum.
