My guess is the cable is seized under the front exterior access
door. The cable gets rained on and over a period of disuse and
seizes.
Have someone watch from outside while you try moving the dash
lever.
If a No Go, remove the plastic panel on the back of your dash, pull
out the radio and remove the control assembly.
Remove the offending cable and soak in penetrating oil overnight.
If it moves in the morning, goop excessively on the previously
seized end with grease, sliding the cable in and out to lube it up
and coat it, and put the whole mess back together again.
While you've got the back off, you might as well have a nice look
around. You don't want to be taking that cover off on a regular
basis.
It's not difficult, but it is time consuming..........and that's the kind
of problem I had.
