Well, I'm pretty sure that depends on the rosy hue of your spectacles
and whether you're a buyer or a seller
In the case of my soon to be surplus '74 Eleganza it means:
The good:
Engine compression @165 pounds ± 5 on all cylinders
Runs and drives down the road, transmission shifts appropriately
No major body damage (minor scrapes and scritches)
All glass intact and not fogged - but the sliders need a bit of TLC to
slide.
New Batteries, starter
The not mechanical but also not good:
PO #1 or #2 stripped the interior. Is empty except for shell of
bathroom. Some of the pieces remain.
Furnace, propane tank and fresh water tank all AWOL
Old tires
Airbags seem to hold air but look like original equipment - there are
leaks in the suspension feeder control system so she sags after 24 hours.
Needs a paint job.
So, depending on your role as buyer or seller she is either "Good bones,
ready for restoration" or "OMG, you want how much for that POS???"
