I'm not an expert at electric fuel pumps but I have experienced
pumps that exhibit the symptoms you are describing. One type of pump that I
have owned, I believe it was a walbro would pump fuel until a desired
pressure was reached and then shut off. You could adjust the pressure with
a small screw to obtain the correct pressure for your carb etc. The other
type of fuel pump I purchased at fleet farm. This pump runs continuously.
It is indeed quite annoying as you have described. Anyway, hope this info
is useful.

Don't know if you got an answer to this. JC Whitney carries Walbro bellows
type pumps, "for installations without fuel return lines", with adjustable
pressure regulator from 1-3/4 to 5 psi.
