Frame

[chuck sankey]

While working on my breaks I noticed a blister on the frame forward one of
the shock mounts. Hit it with the grinder and found it not to be paint but
a thin layer of metal.
Is the frame on the GMC multi- layered?

The blister was at the rear right bogey shock mount. I looked over the other
areas on both side and found nothing but surface rust which sanded off OK.
There was definitely a thin layer the size of a quarter that I ground off.
