someone might own in which the cellular subscription contract has expired.
In that case the phone becomes unactivated but it still has a phone number
in the phone as well as other information programed into the phone at the
time of purchase. These phones might cause concern with the cellular
carriers because of fraud with the unactivated phone numbers. We have found
that some cellular carriers block 911 calls from these unactivated cellular
phones. In our Emergency 911 phone we program the phone so it is clearly
identified as a cellular phone with no phone number or system ID therefore
the carrier has little concern of any fraud and the percent of 911, credit
card and collect calls connecting is much improved.

Sorry to take so long to reply... This has been a wild, wild week... Some
truth to the marketing statement below, however...

There is a nationwide database of "negative" cellular phone numbers. It
contains phones that are:

Known stolen (reported as such by the owner)
Known clones (electronic identity copied to another phone for fraudulent
use)
Known 'high risk' (read non-pay) accounts.

This database is online and accessed by all major carriers during phone
activation or call attempts.

I am not aware of a 'negative' (electronic serial number) ESN registry. The
ESN/phone number combination are used by the cell system to identify a
phone.

Long story short: If you buy a used phone at a garage sale or from someone
who simply discontinued their service, you shouldn't have a problem.

If you buy a phone that was stolen from a manufacturer's shipment, stolen
from the original owner, cloned or denied service due to payment problems,
you may not be able to get it activated without some hassles.

According to the FCC's rules, however, you should still be able to make 911
calls from these phones. Not all carriers, however, are in complete
compliance with the commission's rules.

Programming/reprogramming the phone number in a cell phone is easily done,
and I'll ask today if there is a universal phone number that the industry
has adopted for these 911 phones.

I'm not aware of any... but it may exist. Since we sold our cellular
property, I haven't stayed as current on this segment of the industry.
