I just figured out what you mean by osa. Carl calls it OAT. Apparently it is “outside air” and “outside air temperature”.
I always refer to it as “ambient air temperature”.
Anyway I agree with you that the pressure in the system could be 30 psi if the ambient temperature is 108.
But it is still important to indicate the engine RPM as the pressure will vary widely with different engine speeds.
When I have told people to fill to 20 psi I also tell them to do so at 1500 RPM and to go to a higher psi if ambient temperatures are over about 85 deg F.
