One caveat might be the duty cycle rating of the relay coil.
HI blower relay would be a continuous duty coil, horn relay is
intermittent duty.
Intermittent duty coils will heat up when energized continuously and may
quickly burn out after a short period of time.
Relay contact current rating may also be an issue. Blowers and
compressors are probably higher current devices than horns.
