We found a glue called "bondit" in a construction lumberyard. Says it will
glue anything to anything and so far they are right. I had tried elemers,
contact cement and it all failed. This stuff worked great. It is true that
if the foam is broken down there will be a low spot but it will hold and
looks a lot better than having those areas hanging down and looking like
hell. Did the repair at the Balloon fest and it is still holding.
