Pete,
The power valve that Bret mentioned can be checked by gently pushing a
small screwdriver down into the front vent tube. It should push down
about 3/16 and spring back up when released. The spring under the power
valve can still be ordered from a Chevy dealer if needed.
The secondaries can be held closed by the choke. The best way to check
this is to warm up the motor till the choke opens, then TURN IT OFF and
hold the carb wide open. What you should be able to do then is push open
the secondary upper plate and look down to see the lower plate open. If
you can't do this you will have to adjust the secondary lockout.
These are two common problems with these carbs.
