"If they don't have a passport they should carry a driver's
liscense, voter's registration info if possible, even a birth
certificate if they have it. They might want to stop on the
US side and talk with the US people before leaving the
US to see what they say about re-entry."

I cross the border frequently (Canadian eh.) and carry
a passport, and although there has been talk of stiffening
requirements (during bouts of terrorism etc.) last I heard
a birth certificate is still good enough either way between
the U.S. and Canada.

Since I have been told that Drivers licences only
prove residency, not citizenship they supposedly
carry no weight. I wouldn't trust one. They may
send you back. It needs to be something that
proves citizenship.
