Alternator misalignment

My alternator belt popped last night while I was
warming up the engine.

Upon inspection I discovered that the alternator
pulley is a full 3/4" behind the plane of the
other pulleys.

I replaced the water pump a few year ago and had
to remove the alternator brackets. Could they
have gone back wrong. All support bracket seem to
be in tact.

Anyone else had this experience with an
alternator?

Through an accident of design, is it possible to mix up the brackets
(upper for lower) and then maybe rotate the brackets into a position
where they will mount but be slightly offset?

Any chance the water pump was not exactly the correct one and it moved
over to an adjacent crankase pulley plane?
