Well, you're sorta right: The bases for those two potential phenomena are
entirely different. I should have made it more clear that my point was
that in CA there seems to always be some current screwey notion that's got
to be catered to by everyone. Not to say there's no basis in fact for any
one of those notions -- just that everyone seems to go absurdly overboard
with them.
