a/c outside air mod

I am doing the outside air mod on my 76. I am concerned about the max air door.
Even if I move it manually it doesn't close all the way in either direction.
Is this normal? Also I have owned this Birchaven sense 2003 and have never used heater or defroster and will never ( on purpose ) use it in the
future. Can I just block this max air door in the full cold position without compromising anything except the heater and defroster?

I like to also block any potential heat by adding a manual shut off valve to the heater core. I have done this with many older vehicles where the
heat seems to bleed through in the summer time.
