steering support

Hi, I've attached a pic from under my dash showing how my steering column is supported. Something is clearly wrong. I think the black 'strap' that holds up the dash should be bolted directly to the piece of black metal right above it. Those 2 nuts used as spacers are just wrong. I'd be very...
