Yellow-capped mystery component in engine compartment

What in the flying heck is this thing? It's got a single vacuum line going into it, and two wires going into it. The PO ran one of them up into the cockpit and had it plugged into... nothing.

I'm gonna guess an emissions solenoid, originally connected to a tangle of vacuum lines for distributor advance.

Well my coach absolutely has one but I am (obviously) unaware of it functioning or not. If it's still working, I'm definitely interested in extracting it for someone.
