Toilet ring removal, why won't it come out?

Okay, I drilled out the sox bolts and I can raise the black ring, but it appears a section of pipe also extends into the tank. I can lift the ring
with pipe a couple of inches, but I feel resistance. Not wanting to break anything, what am I missing???

The flange is screwed to the black tank. You have to spin it off to separate them.

Here's what I made up to unscrew the flange. Mine was stuck pretty tight.
