Rear-view mirror lights

When I bought my 1975 Palm Beach the passenger rear-view mirror was off. It has 2 wires, one black, one white that connect behind the inside panel which I connected. Each mirror has a light but neither one comes on with headlights on, or when the mirror heater switch is on. Fuses all seemed good when tested with multimeter.
Also, I have no idea what those 2 switches are above the mirror heater switch are.
Does anyone have any ideas?

If the two switches above the heater switch are joysticks, they're to aim the left and right power mirrors. Ramco mirrors are a popular aftermarket add-on.
