Panic Attack - Hole in engine block? Should it be there?

Help, I am having a bad feeling here.

I removed the intake manifold to fix a small oil leak at the rear.
After removing the valley pan I noticed a hole in the block at the
front. I can put middle finger through the hole and touch the timing
chain. I do not remember seeing such an orifice on my previous engine
and this scares me bad.

As you may recall I had an engine rebuild done in NC and he replaced the
block as mine was already over bored. I have pictures if any one would
like a look see. Call me if this is a major problem as I would like to
get the manifold back on today.
