paint stripping

My 1976 GMC Motorhome has a solvent popping paint issue. I stripped the paint with a razor and it came off in sheets. No bond at all.
I could also smell the paint thinner when I stripped it, Ive owned this coach for 10 years and I believe it was painted in 2002, The solvent was still trapped after all that time!?

I'm surprised this paint didn't fall off in a hard stop

It's only the front cap thats like that, the rest is solid. I'm tired of the bubbles and I need to fill a bunch of holes, like for the GMC letters and the key locks the PO put in. So strip and repaint

That has to be Frustrating. You have a great looking coach.

Jim Bounds last year had a coach they peeled the paint off in big sheets.
