Not to beat a dead horse, but to acknowledge good advice:
Tom M had it right when he said: "It's often not just one thing."
1. I did have a loose connection from battery to starter. No corrosion, but loose, and now fixed.
2. I did have the wrong gear in the steering column. Original was a 6 tooth replacement was 5 tooth. Fixed with new (proper) gear.
3. Starter was tired. Rebuild (by me) solved problem.

Just reread thread. So grateful for both hard information and random speculation. If you really want to see the elephant, it's helpful to have people
standing all around it, and even those imagining what the elephant might look like as a goat.

Now, on to the next thing. Thanks to you all.
