Engine freshening question

I'm about to install the 403 I removed from my 77 Royale for the diesel transplant into a 1975 we plan on giving to our daughter. The motor had 86,000
miles on the clock and ran well, used about a quart of oil between 1500-2000 miles and oil pressure seemed fine. I plan on replacing the timing
chain/gears but am undecided weather to pull the heads and freshen the valves. I've heard the siamese cylinders tend to be rough on head gaskets but
don't know if that is a real concern or not. I remember years ago where a valve job sometimes created issues with increased blow by so I'm on the
fence on that. I know it would be WAY easier to attack while out in the open than back inside the hole for sure. Any suggestions?

Yes, Hal. Do the rings and bearings too. Along with a standard duty oil
pump and a true roller timing chain set. Check valve lift on all the valves
with a dial gage. If there is more than .020" difference between them,
replace the cam and lifters as well. You won't be sorry.
