Drive it like its stolen

I know a guy with the opinion that is the exact opposite to 'fast and
careless'. He lost his license for 3 years (long story) so bought a Volvo
station wagon, put on a bike rack and a bike on the back, posted a bumper
sticker that read : support the police" and never NEVER went over the speed
limit.

He said he drove it like it was stolen, not wanting anyone to notice him.

I was under impression that expression "Drive it like you stole it" refers to driving fast and recklessly. It's not your vehicle, you don't care if
something breaks. You are just trying to get away. A vehicle that has an APB on it (i.e. stolen) does not need to go over speed limit to attract
attention.
Driving carefully, staying below speed limit and making sure all your lights work is more like driving when you are hauling illegal contraband load.
When you do that you don't want to attract any eyes or attention you your vehicle. But you best get a rental for that...
