I've always put the pads on. With the chirper up ahead of the pads. As to rotation. I just found some pads that had the chirpers well in contact. With the rotors. Thus. They should have been chirping away. But not. I've never had any chirper go off on anything I drive. Because I never let my pads get to that point. Any thoughts on this? YES, YES. Another thing that I get annul about. SORRY.

Bob,
Those chirpers are very helpful in reminding us as to when we need to
inspect the front Pads.
Not all the MFG. put them on.

Unless caliper design dictates otherwise, I always put the noisemaker at the LEADING edge of the pad. I tried it both ways on some that were active
and got much more noisemaking ability with the tang contacting the rotor ahead of the worn-out brake pad. Works like fingernails on a chalkboard :)

Also, on vehicles that use them, the abutment clips (tensioners)on the brake pads should always go on the leading edge,(to avoid compressing them upon
brake application) and they sometimes interfere with the noisemakers.
