The symptom that you are describing is a classic stuck "Power Valve" in
the carburetor. You can check the Power Valve by inserting a small
rod/screwdriver thru the hole in the top of the carburetor & should feel
a spring action pushing back as you push the power valve down. It should
spring back at you. There is only two holes open in the top of the
carburetor. Try both if you don't know which is correct.
